Residential Care Citations and Regulatory Update - April 2017

The ISDH conducted four surveys in the month of April. There was a total of 47 residential tag citations with 13 of them being offense tags. One facility was deficiency free.

Eight facilities received an offensive tag for 0241 - Health Services Offence for failure to ensure the administration of medications and the provision of residential nursing care shall be as ordered by the resident's physician and shall be supervised by licensed nurse on the premises or on call. Two providers received an offensive tag for 0242 -Health Services Offense for failure to ensure the resident was observed for effects of medications and documented in the clinical record. The physician is to be notified immediately when undesirable effects occur and documented in the clinical record. Two providers received offensive tag 0245 – Health Services Offense for failure to ensure injectable medications were only given by licensed personnel. One facility received an offensive tag for 052 – Residents’ Rights for failure to ensure resident rights to be free from abuse was upheld.

Ten providers received tag 273 – Food and Nutritional Services for failure to ensure all food preparation and serving areas (excluding areas in resident units) are maintained in accordance with state and local sanitation and safe food handling standards. Four providers received tag 0217 – Evaluation Deficiency for failure to identify and document the services to be provided by the facility as follows: The services offered to the individual shall be appropriate in scope, frequency, need, and preference. Four providers received tag 0117 – Personnel Deficiency for failure to ensure staff was sufficient in number, qualification, and training in accordance with applicable state laws and rules to meet the 24 hour scheduled and unscheduled needs of the residents and services provided.
