Notice of State Plan Amendment to Extend QAF and Change Nurse Consulting Definition Filed

Indiana Medicaid has begun the process to extend the Quality Assessment Fee through June 30, 2019, as required by state law.  The process starts with the filing of Notice of State Plan Amendment (SPA), then the agency must review the SPA with the Indiana Budget Committee, then finally submit the SPA to CMS for review and approval.  The extension of the QAF was secured this year in the Indiana State Budget legislation, and funds a significant portion of Indiana’s underlying base rate for nursing facility services.  The SPA for the QAF extension will be heard by the State Budget Committee in August, then filed with CMS. Approval should occur this year with an effective date of July 1, 2017.  Click here to view the notice.

In addition, Indiana Medicaid filed a separate Notice of State Plan Amendment (SPA) to change the current reimbursement language for nurse consultant services that is in the Medicaid State Plan.  The Medicaid State Plan was changed a year ago to move most nurse consultant costs Direct Care to Administrative. IHCA was actively against this change and secured a compromise with Indiana Medicaid to recategorize most nurse consultant costs as Indirect Care.  The SPA in question here will make that final in the Medicaid State Plan.  The SPA for the change in nurse consulting costs will be heard by the State Budget Committee in September, then filed with CMS.  Approval should occur this year with an effective date of October 1, 2017. Click here to view the notice.
