INCAL Update - February 2016

On January 28th, INCAL along with INALA hosted the Residential Rules Public Forum to start the discussion on re-writing the Indiana Residential Facility Licensing Rules.  Attendees of this meeting included INCAL and INALA members, IHCA, Leading Age, HOPE, ISDH, Division of Aging, CICOA/AAA, Assisted Living Ombudsman, Alzheimer’s Association, ACHCA, and Adult Day Services.  Prior to the meeting, assisted living members were asked to complete a survey on the current residential rules.  A short review of the survey results were presented.  This stakeholder group then discussed and developed public policy goals regarding residential rules.  Those goals included the possibility of making residential care a 2 tiered system, defining resident personal choice on living situation, expansion of nursing services within residential care, fostering aging in place, ensuring safe and affordable housing for consumers, defining “assisted living” and identifying consumers, adding an emergency admission provision, reviewing memory care unit requirements and quality as it relates to resident needs.  The next steps for this forum is to put together a taskforce to start the re-writing process.  If you are interested in participating or would like more information, please contact Katie Niehoff (kniehoff@ihca.org or 317-616-9028).

We do not anticipate rule changes becoming final until sometime in 2018.  Our goal is to work closely with the Indiana State Department of Health (ISDH) and other stakeholders on an agreed upon set of rules to be promulgated by the ISDH.
